BATAN ISLAND – is the most populated island of the province. It is composed of four municipalities namely Ivana, Mahatao, Uyugan and the capital, Basco, which is the seat of commerce, education and provincial government. Day tours offer visitors the chance to enjoy nature at its finest without the trappings of commercialization, noise and pollution.

Provincial Development Plan

Environmental Planners, tourism officers and municipal planning officers among the participants provided a lively exchange of ideas during the consultation. Among the issues that cropped up during the consultation is the importance of conducting the carrying capacity studies and provide for additional cultural activities in the destinations to highlight the culture of the Ivatans. It was well noted that the LGUs are moving towards distributing the activities of tourists in other areas of the province in order to reduce the human impact on the existing destinations and encourage regeneration of the natural sites. Batanes, being the smallest province in the country in terms of land area with a population of about 17,000, has been declared as a protected landscape and seascape by virtue of Republic Act 8991 entitled Batanes Protected Area Act of

The province stands to gain in ecotourism development because it is being guided by Executive Order 111 or the National Ecotourism Strategy and Action Plan (NESAP) and the Tourism Guidebook for Local Government Units. This can be seen from records released by the Provincial Tourism Office of Batanes showing an increase in tourist’s arrivals in 2018 of about 50,460 tourists from 31,095 in 2017. The consultations being conducted by the Department of Tourism Region 2 aims to monitor the crafting of tourism plans as provided by the Tourism Guidebook for local government units.

The province also plays host too many lighthouses, the oldest (but now defunct) of which still stands in Mahatao in front of the Mahatao Church. The Basco Lighthouse on Naidi Hills which is also the site of the American era wireless telegraph facilities until being bombed to smithereens by invading Japanese Imperial Army forces is the best place to catch the picturesque Basco sunset. Other noteworthy lighthouses with gorgeous views would be the Tayid Lighthouse, on the other part of Batan Island facing the South China Sea as well as the Sabtang Island Lighthouse near Sabtang Port. ITBAYAT ISLAND – has the Sarokan Cave, the orchids that abound in the island to discover and the burial caves to see. It is three hours away by Falowa from Basco Seaport. The island is surrounded by massive boulders and cliffs rising from 20- 70 meters above sea level. Shaped like a giant bowl; it is the least visited and inhabited island of the province. It has no beach and no pier.

Regional Tourism Development Plan

The Batanes are closer to Taiwan than to what the Ivatan consider as the mainland (the province of Luzon). Several bone fragments; and pieces of pots that have been found on the Batanes, are similar to findings from Orchid Island, Taiwan, which provides evidence for the theory that the TAO (inhabitants of Orchid Island in Taiwan) and the people from the Batanes once from the same family (Bellwood, 2013). The theory is that the people from Orchid Island, Taiwan, and moved southwards by boat, where the first land they came across, was Itbayat. From Itbayat they moved to two other islands in the Batanes (Bellwood, 2013). The large majority (94%) of the island's people adhere to Roman Catholicism. The remaining faiths are other Christian Churches.

The smaller White Beach and the nearby Blue Lagoon in Mahatao offers pretty views as well. Swimming is unsafe in Blue Lagoon however, that is if you don’t want to get smashed into the massive rocks while White Beach is a good and passable beach in our opinion (however, we saw a

small but growing problem of garbage around the area which we hope would be addressed pretty soon, Nakabuang Beach is in more pristine condition). A private beach, Disvayangan has a row of private picnic houses for rent. It has been declared by the National Historical Institute as Heritage Site and is one of the region’s National Cultural Treasure. Visitors are invited to write their messages and prayers at the Batanes Blank Book Archive located at the church convent. (IVANA) RADIWAN SEAPORT are historical spots where the Katipuneros landed in 1898. It is also the ferry station of falowas plying the islands of Sabtang and Itbayat. (UYUGAN) RUINS OF SONGSONG is a ghost barangay, which features a cluster of roofless shells of old houses abandoned after the tidal wave that hit the island of Batan in the 50’s and is a one hour road trip from Basco. It has a good stretch of beach recommended for swimming.

Background Information

Today, the local government has implemented the new marketing and branding strategy driven by the tagline “Breathtaking Batanes – Explore Simplicity”. So while air travel is still rare and expensive, they have been optimistic that more tourism activity will occur in the future.

Theme Development

April 21, Batanes—On April 7, 2015, the U.S. Embassy Manila’s United States Agency for International Development (USAID) Mission Director Gloria D. Steele and the Philippines’ Climate Change Commission (CCC) led by Secretary Mary Ann Lucille Sering turned over Geographic Information System (GIS) generated maps to the Province of Batanes. The high resolution maps are a part of the U.S. government’s support to several CCC “eco-towns” throughout the Philippines. They provide visual information on Batanes’ physical landscape, topography and political boundaries and serve as a guide to local government units as they plan for low-carbon development that is more resilient to climate change and natural disasters.

Batanes officials led by Congresswoman Henedina Abad and Governor Vicente Gato acknowledged the technical assistance from USAID and for being chosen by CCC as an Eco-town site. The activity was also timely since Batanes is vying to be part of the UNESCO’s World Heritage List for its natural and man-made landscape and seascapes. Currently the majority of the population is fisher or farmer (NSO, 2010). However, because many of the BSC students visualize a future outside of the Batanes, it will not be surprising when in the future there will be less people to take on the traditional jobs of fisher or famer. An extensive survey of the ecology of Batanesprovided the scientific basis for confirming the need for a national park in Batanes protecting the Batanes protected landscapes and seascapes, proposed as a UNESCO World Heritage Site, submitted on 15 August 1993. An effort is underway to declare the whole province, along with the sugar central sites in Negros, as a UNESCO World Heritage Site by the end of 2020.

Itinerary Plan

Remote and isolated, Batanes is the northernmost province in the Philippines. It’s a 10-piece archipelago, with the three biggest islands being the only ones inhabited: Sabtang, Batan, and Itbayat. Sabtang and Itbayat are their own municipalities, while Batan is further divided into Basco, Ivana, Uyugan, and Mahatao. Although it is the capital, Basco isn’t a city but a small town. It is also where the main airport is located and the most populated.

To wit, the children still practice the habit of “pagmamano” that the kids there even do it on the tourists. Along with that, the province also has its own unique set of dishes. The locals boast what you call an “Ivatan plate,” which consists of a wide array of dishes. Flying fish or “Dibang” is one of the province’s most sought-after food and is typically served grilled, along with grilled pork, steamed crabs, beef ribs and of course, turmeric rice. With beautiful places, good food and most importantly, good people, it’s no wonder Batanes tourism has seen a big rise over the years. Batanes Tourism Industry

This province’s tourism industry remains stronger and stable as proven by its increasing trend of tourist arrivals and booming establishments. According to Hegel Ruiz-Valones, provincial tourism officer, the province’s tourist arrivals went up from 1,732 in 2004 to 12, 409 in the second quarter of this year.

This is attributed to the regular flight schedules from Manila to Basco and vice versa as well as those taking off from Tuguegarao City area. With this, the commercial establishments in the province are also becoming stable as a result of the growing tourism activities here. We believe that we have enough to offer not only the attraction and tourism products but also our traditional Ivatan games and cuisine and the increasing facilities such as hotels and restaurants,” While the tourism industry is going stronger, the local officials also conduct massive advocacy on eco-tourism and heritage preservation among local folks for them to conserve and preserve their rich culture and natural resources for future generation and further development.
