It shall be the Contractor's Responsibility to notify the Owner a minimum of two weeks prior to all construction which requires interfacing with the existing water, sewer or electrical systems.
The Contractor shall cooperate with the Engineer, the Owner and other contractors in performing the work involved in the entire project. Fairness shall prevail in regards to use of access roads, storage space, space for temporary office, utility services, and other facilities. In any arrangement as to the proportion of facilities between contractors, the decision of the Resident Engineer shall be final.
Whenever a material, article or piece of equipment is identified on the drawings or specifications by reference in brand name or catalog number, it shall be understood that this is referenced for the purpose of defining the performance or other salient requirements and that other products of equal capacities, quality and function shall be considered unless it includes one of the following statements: "No Equal" or "No Substitute". Prior to receiving bids the Contractor may recommend the substitution of a material, article, or piece of equipment of equal substance and function for those referred to in the Contract Documents by reference to brand name or catalog number, and if, in the opinion of the Engineer, such material, article, or piece of equipment is of equal substance and function to that specified, the Engineer may approve its substitution, and an addendum will be issued naming those additional manufacturers which will be acceptable to the Engineer. The requests for substitutions must be received 10 days prior to the original bid opening date. After execution of the contract, substitution of equipment of makes other than those specifically named in the contract documents will be approved by the Engineers only if the equipment named in the specifications cannot be delivered to the job in time to complete the work in proper sequence to work of other Contractors, due to conditions beyond control of the Contractor. Requests for substitutions must be accompanied by documentary proof of equality and difference in price and delivery, if any, in form of certified quotations from suppliers of both specified and proposed equipment. The Owner shall receive all benefits of the difference in cost involved in any substitution, and the contract altered by change order to credit Owner with any savings so obtained. END OF SECTION
The total bid price for each section of the contract shall cover all work shown on the contract drawings and required by the specifications and other contract documents. All costs in connection with the work, including furnishing of all materials, equipment, supplies, and appurtenances; providing all construction plant, equipment, and tools; and performing of all necessary labor to fully complete the work, shall be included in the unit and lump sum prices named in the Proposal. No item that is required by the Contract Documents for the proper and successful completion of the work will be paid for outside of or in addition to the prices submitted in the Proposal. All work not specifically set forth as a pay item in the Proposal shall be considered a subsidiary obligation of the Contractor and all costs in connection therewith shall be included in the prices named in the Proposal. All incidental, subsidiary and miscellaneous items of work essential to completion of the project in a satisfactory manner shall be done at no additional cost to the Owner. Some, but not all, of the items that shall be considered incidental or subsidiary are as follows: a. The support, protection and maintenance of existing utilities such as power and telephone poles, sanitary sewers, manholes, storm drains, and other such items that are to be maintained in place, before, during, and after construction of the proposed improvements. b. Acquisition of additional working space. c. All costs for dewatering and drainage associated with the project. d. Other items as noted in these specifications or on the plans. Retainage for all items required by the Contract Documents will be withheld in accordance with the Agreement and General Conditions. The method of measurement and basis of payment for each item as listed in the Proposal shall be as stipulated in the following paragraphs. 1 GENERAL REQUIREMENTS 1.1 MOBILIZATION/ DEMOBILIZATION shall be paid for at the contract unit price bid each. This item shall include the performance of construction preparatory operations, including the movement of personnel and equipment to the project site and the establishment of facilities necessary to begin work on the odor control improvements in accordance with City of Tulsa (COT) Standard Specification 303. 1.2 CLEARING AND GRUBBING shall be paid for at the contract unit price bid each. This item shall include all materials, equipment and work necessary to clear the project site area as shown in the plans. This item includes: clearing and grubbing of shrubs; trimming of trees and plants where permitted; removal of trees; and removal of debris in accordance with COT Standard Specification 301.
2.5 4 - INCH FRP PIPE shall be paid for at the contract unit price bid per linear foot. This item shall include all work, equipment and materials necessary to construct the odor control piping. This item includes any structural penetration, sealing at penetrations, backfill, restoration, all fittings, expansion joints and other appurtenances as shown in the plans and specifications. 2.6 10 - INCH FRP PIPE shall be paid for at the contract unit price bid per linear foot. This item shall include all work, equipment and materials necessary to construct the odor control piping. This item includes any structural penetration, sealing at penetrations, backfill, restoration, all fittings, expansion joints and other appurtenances as shown in the plans and specifications. 2.7 12 - INCH FRP PIPE shall be paid for at the contract unit price bid per linear foot. This item shall include all work, equipment and materials necessary to construct the odor control piping. This item includes any structural penetration, sealing at penetrations, backfill, restoration, all fittings, expansion joints and other appurtenances as shown in the plans and specifications. 2.8 14 - INCH FRP PIPE shall be paid for at the contract unit price bid per linear foot. This item shall include all work, equipment and materials necessary to construct the odor control piping. This item includes any structural penetration, sealing at penetrations, backfill, restoration, all fittings, expansion joints and other appurtenances as shown in the plans and specifications. 2.9 16 - INCH FRP PIPE shall be paid for at the contract unit price bid per linear foot. This item shall include all work, equipment and materials necessary to construct the odor control piping. This item includes any structural penetration, sealing at penetrations, backfill, restoration, all fittings, expansion joints and other appurtenances as shown in the plans and specifications. 2.10 16 - INCH BUTTERFLY VALVE shall be paid for at the contract unit price bid each. This item shall include all work, equipment and materials necessary for a complete installation of the valve as described in the plans, specifications and per manufacturer’s recommendations. 2.11 4 - INCH DAMPER shall be paid for at the contract unit price bid each. This item shall include all work, equipment and materials necessary for installing a 4-inch damper as shown in the plans and specifications. 2.12 10 - INCH DAMPER shall be paid for at the contract unit price bid each. This item shall include all work, equipment and materials necessary for installing a 10 - inch damper as shown in the plans and specifications. 2.13 REMOVE AND REPLACE ACCESS HATCHES AT BIOFILTER #1 shall be paid for at the contract unit price bid each. This item shall include all work, equipment and materials necessary for removing existing hatches and installing Chase Assoc. CM-12, 30-inch diameter hatches at the existing biofilter as shown in the plans and
specifications. This item shall also include any structural modifications necessary to install the new hatches, as shown in the plans. 2.14 GROUND COLUMN PIPE SUPPORT shall be paid for at the contract unit price bid each. This item shall include all work, equipment and materials necessary to construct and install FRP pipe supports as shown in the plans. 2.15 REMOVE AND REPLACE CONCRETE PAVEMENT shall be paid for at the contract unit price bid per square yard. This item shall include all work, equipment and materials necessary to remove and replace concrete pavement as per COT Standard Specification 329. This item includes concrete driveways, sidewalks, and other areas for the Biofilter #1 improvements, as shown in the plans and specifications. 2.16 REMOVE AND REPLACE ASPHALT PAVEMENT shall be paid for at the contract unit price bid per square yard. This item shall include all work, equipment and materials necessary to remove and replace asphalt pavement as per COT Standard Specification 329, as shown in the plans and specifications. 3 BIOFILTER #2 ODOR CONTROL SYSTEM 3.1 SITE GRADING shall be paid for at the contract unit price bid each. This item shall include all equipment, materials and work to grade the site as shown in the plans. 3.2 REMOVAL AND DISPOSAL OF CARBON ODOR CONTROL SYSTEM shall be paid for at the contract unit price bid each. This item shall include all materials, equipment and work necessary for removal of the existing carbon odor control system as shown in the plans. 3.3 SODDING AND SEEDING shall be paid for at the contract unit price bid per square yard. This item shall include all materials, equipment and work necessary to install solid sod as shown on the plans and specifications. This item includes necessary top soil replacement, fertilizing, watering, maintenance, and sodding in the areas as shown on the plans, in accordance with COT Standard Specification 325. 3.4 UNCLASSIFIED EXCAVATION shall be paid for at the contract unit price bid per cubic yard. This item shall include all equipment, materials and work necessary for excavating material to install the odor control piping, water line, drain line, house structure, and new odor control biofilter basin, as shown on the plans and specifications. All costs for dewatering and drainage associated with the construction of this project shall be performed at no additional cost to the Owner in accordance with COT Standard Specification 302. 3.5 SELECT FILL shall be paid for at the contract unit price bid per cubic yard. This item shall include all equipment, materials and work necessary for placement of select fill material to install the odor control biofilter basin structure as shown on the plans and specifications. This item shall include all work, equipment and materials necessary to construct the odor control piping. This item includes any structural penetration, sealing at penetrations, backfill, restoration, all fittings, expansion joints and other appurtenances as shown in the plans and specifications. 3.15 18 - INCH FRP PIPE shall be paid for at the contract unit price bid per linear foot. This item shall include all work, equipment and materials necessary to construct the odor control piping. This item includes any structural penetration, sealing at penetrations, backfill, restoration, all fittings, expansion joints and other appurtenances as shown in the plans and specifications. 3.16 20 - INCH FRP PIPE shall be paid for at the contract unit price bid per linear foot. This item shall include all work, equipment and materials necessary to construct the odor control piping. This item includes any structural penetration, sealing at penetrations, backfill, restoration, all fittings, expansion joints and other appurtenances as shown in the plans and specifications. 3.17 24 - INCH FRP PIPE shall be paid for at the contract unit price bid per linear foot. This item shall include all work, equipment and materials necessary to construct the odor control piping. This item includes any structural penetration, sealing at penetrations, backfill, restoration, all fittings, expansion joints and other appurtenances as shown in the plans and specifications. 3.18 30 - INCH FRP PIPE shall be paid for at the contract unit price bid per linear foot. This item shall include all work, equipment and materials necessary to construct the odor control piping. This item includes any structural penetration, sealing at penetrations, backfill, restoration, all fittings, expansion joints and other appurtenances as shown in the plans and specifications. 3.19 36 - INCH FRP PIPE shall be paid for at the contract unit price bid per linear foot. This item shall include all work, equipment and materials necessary to construct the odor control piping. This item includes any structural penetration, sealing at penetrations, backfill, restoration, all fittings, expansion joints and other appurtenances as shown in the plans and specifications. 3.20 42 - INCH FRP PIPE shall be paid for at the contract unit price bid per linear foot. This item shall include all work, equipment and materials necessary to construct the odor control piping. This item includes any structural penetration, sealing at penetrations, backfill, restoration, all fittings, expansion joints and other appurtenances as shown in the plans and specifications.
3.21 48 - INCH FRP PIPE shall be paid for at the contract unit price bid per linear foot. This item shall include all work, equipment and materials necessary to construct the odor control piping. This item includes any structural penetration, sealing at penetrations, backfill, restoration, all fittings, expansion joints and other appurtenances as shown in the plans and specifications. 3.22 60 - INCH FRP PIPE shall be paid for at the contract unit price bid per linear foot. This item shall include all work, equipment and materials necessary to construct the odor control piping. This item includes any structural penetration, sealing at penetrations, backfill, restoration, all fittings, expansion joints and other appurtenances as shown in the plans and specifications. 3.23 6 - INCH HDPE DR11 PE4710 shall be paid for at the contract unit price bid per linear foot. This item shall include all work, equipment and materials necessary to construct the HDPE odor control piping. This item includes any penetration, sealing at penetrations, backfill, restoration, fittings, expansion joints and other appurtenances as shown in the plans and specifications. 3.24 4 - INCH HDPE VENT AND SCREEN shall be paid for at the contract unit price bid each. This item shall include all work, equipment and materials necessary for installing a vent at the Primary Junction Structure as shown in the plans and specifications. This item includes structural penetration, sealing at penetration, bug screening and clamps for the discharge vent. 3.25 6 - INCH HDPE VENT AND SCREEN shall be paid for at the contract unit price bid each. This item shall include all work, equipment and materials necessary for installing a vent at the Bypass Structure as shown in the plans and specifications. This item includes structural penetration, sealing at penetration, bug screening and clamps for the discharge vent. 3.26 4 - INCH DAMPER shall be paid for at the contract unit price bid each. This item shall include all work, equipment and materials necessary for installing a 4-inch damper as shown in the plans and specifications. 3.27 6 - INCH DAMPER shall be paid for at the contract unit price bid each. This item shall include all work, equipment and materials necessary for installing a 6-inch damper as shown in the plans and specifications. 3.28 8 - INCH DAMPER shall be paid for at the contract unit price bid each. This item shall include all work, equipment and materials necessary for installing a 8-inch damper as shown in the plans and specifications. 3.29 10 - INCH DAMPER shall be paid for at the contract unit price bid each. This item shall include all work, equipment and materials necessary for installing a 10 - inch damper as shown in the plans and specifications.
3.39 4 - FOOT DIAMETER FRP MANHOLE shall be paid for at the contract unit price bid each. This item shall include all work, equipment and materials necessary to construct a 4-foot diameter FRP manhole. This item shall include excavation, pipe connections to manhole, anti-flotation, finishing and backfilling necessary for installation of the manhole. 3.40 GROUND COLUMN PIPE SUPPORT shall be paid for at the contract unit price bid each. This item shall include all work, equipment and materials necessary to construct and install FRP pipe supports as shown in the plans. 3.41 STRUCTURAL CONCRETE shall be paid for at the contract unit price bid per cubic yard. This item shall include all materials, equipment and work necessary to construct the new odor control biofilter of structural concrete and structural steel. This item does not include concrete pavement for walkways or driveways 3.42 STRUCTURAL STEEL shall be paid for at the contract unit price bid per ton. This item shall include all materials, equipment and work necessary for reinforcing the concrete structure for the new odor control biofilter as shown in the plans and specifications. 3.43 STAINLESS STEEL STAIRS shall be paid for at the contract unit price bid per ton. This item shall include all materials, equipment and work necessary for installing stainless steel stairs at the new odor control biofilter as shown in the plans and specifications. 3.44 18 - INCH CLASS III RCP shall be paid for at the contract unit price bid per linear feet. This shall include all materials, equipment and work necessary to construct 18 - inch storm drain as shown on the plans. 3.45 CONCRETE STORMWATER JUNCTION BOX shall be paid for at the contract unit price bid per each. This shall include all materials, equipment and work necessary to construct stormwater junction box to the depth and configuration as shown on the plans. 3.46 REMOVE AND REPLACE ASPHALT PAVEMENT shall be paid for at the contract unit price bid per square yard. This item shall include all work, equipment and materials necessary to remove and replace asphalt pavement as per COT Standard Specification 329, as shown in the plans and specifications. 3.47 ASHPHALT PAVEMENT shall be paid for at the contract unit price bid per square yard. This item shall include all work, equipment and materials necessary to install asphalt pavement as shown in the plans and specifications. This item includes sawcutting of existing asphalt, subgrade preparation, and aggregate base material as indicated in the plans and specifications. 3.48 REMOVE AND REPLACE GRAVEL shall be paid for at the contract unit price bid per square yard. This item shall include all work, equipment and materials
necessary to remove and replace gravel as per COT Standard Specification 329, as shown in the plans and specifications. 3.49 CONCRETE PAVEMENT shall be paid for at the contract unit price per square yard. This item shall include all materials, equipment and work necessary to construct concrete pavement, mow strip, and pads, as shown in the plans and specifications. 3.50 REMOVE/ REPLACE CONCRETE CURB/ GUTTER shall be paid for at the contract unit price per linear foot. This item shall include all materials, equipment and work necessary to remove and replace concrete curb and gutter per the City of Tulsa Standards, as shown in the plans and specifications. This item includes saw cutting and removing concrete curb and gutter. 3.51 6 - INCH CONCRETE CURB/ GUTTER shall be paid for at the contract unit price per linear foot. This item shall include all materials, equipment and work necessary to construct concrete curb/ gutter, as shown in the plans and specifications. This item includes installing concrete curb at the new odor control biofilter. 3.52 REMOVE CONCRETE CURB/ GUTTER shall be paid for at the contract unit price per linear foot. This item shall include all materials, equipment and work necessary to remove concrete curb and gutter per the City of Tulsa Standards, as shown in the plans and specifications. This item includes saw cutting and removing concrete curb and gutter. 3.53 CONCRETE VALLEY GUTTER shall be paid for at the contract unit price per linear foot. This item shall include all materials, equipment and work necessary to the installation of concrete valley gutter as shown in the plans. 3.54 SCADA shall be paid for at the contract unit price bid each. This item shall include all materials, equipment and work necessary to complete all SCADA requirements as shown in the plans and specifications. 3.55 FIBER OPTIC RELOCATION shall be paid for at the contract unit price bid each. This item shall include all materials, equipment and work necessary to complete the removal and relocation of the existing fiber optic lines and concrete conduit as shown in the plans and specifications. 3.56 ELECTRICAL shall be paid for at the contract unit price bid each. This item shall include all materials, equipment and work necessary to complete all electrical requirements for the transformer, equipment connections and other electrical work as shown in the plans and specifications. This item does not include electrical work for the biofilter. 3.57 SITE LIGHTING shall be paid for at the contract unit price bid each. This item shall include all materials, equipment and work necessary to complete site lighting for the new odor control biofilter as shown in the plans and specifications.
