1. In traditional Public Administration, Politics and Administration Dichotomy was suggested eliminate

partisan politics in the government, based on your own understanding of the concept, how can the

dichotomy approach improve government operation? 10 points.

- The Politics and Administration dichotomy is a theory that constructs the boundaries of public

administration and asserts the normative relationship between elected officials and administrators in a

democratic society. Based on my understanding, dichotomy approach will improve the government

operation because the employees have been selected based on their own merit and this personnel have

a great and strong relationship to each other and it will be highly influenced and benefitted their

productivity in their work in the organization. Dichotomy approach improves commitment and

ownership. Because working on the same team with other relatives creates a greater sense of

commitment and personal interest in the success of the company. Employees who know that their

family members may be impacted by their actions have an extra reason to want the company to grow

and prosper. It also possesses higher level of loyalty and higher level of morale. A family-type

“environment can boost the morale of all employees and positively impact customer relations.

2. Based on your own perspective, is it good to remove the interference of the politicians (policy-

makers) in the bureaucracy (administration)? 10 points.

- It is better if the politicians (policy-makers) and in the bureaucracy (administration) will be separated

so that they can focus on their respective responsibilities and tasks assigned to them. Politicians must

focus in the policy making and administrators should focus in implementing policies and tasks. And I

believe that this separation will highly contributed in achieving the efficiency and effectiveness in their

operation or service in the government.

3. Explain what makes New Pubic Administration Perspective different from the Traditional Perspective.

- In the traditional perspective, Woodrow Wilson says that it focuses on efficiency, economy and

effectiveness. Which means, that the Traditional Perspective wanted to attain the economic growth by

the application of organization and management. And in order for the government to achieve the

economic growth, there must be the presence of the effectiveness and economy in the operation of the government and this will lead to the higher productivity of the government. While in the New Public Administration Perspective, primary states the government must focus on the social equity, centrality of human person and client responsiveness. This means that the service of the government should be centralized and focused on the needs and desire of the people. In order for them to attain those values, there must be the presence of distributive, integrative, boundary, exchange and socio-emotional. Traditional perspective is a bureaucratic structure while New Public Administration Perspective has a non-bureaucratic structure.

Elaborate briefly why third-world countries (underdeveloped countries) failed to attain economic growth through the application of development administration perspective. 10 points.

Third-world countries (underdeveloped countries) failed to attain economic growth through the application of development administration perspective because they totally adapted the techniques from the development countries that are applied in the traditional public administration. The problem why they failed to attain the economic are the strategies that they adapted are not compatible with the political structure that they have. They did not notice and examine the political and socio-cultural set up of the government that they have. Other reasons, they also facing other problems in their political environment such as high presence of corruption and poverty. And they have no additional resources available and they don’t have colonist.

Based on your own point of view, what do you think is the best perspective that best fits to the needs and situations in the Philippines? 10 points

The best perspective that best fits to the needs and situations in the Philippines is the Development Public Administration (3rd^ World) 1980’s because it adapts the values in the first two perspectives which is the traditional perspective and the New Pubic Administration Perspective. Wherein there is the combination and mixture of values in the two previous perspectives. Philippines best fits this perspectives because I believe that we all knows that our country belong to the underdeveloped countries and it should be helpful if this perspective will be adapt to our country to improve and attain the economic growth. And in order to attain the economic growth, it must be follow the processes such as organization and management, political administration, personnel administration, PPBS, Distributive, integrative, boundary exchange and socio-emotional.
