What are advantages and disadvantages of traditional goal setting?

To be able to learn the latest goal setting techniques efficiently one must know the traditional techniques and their advantages and disadvantages for comparison purposes. Please help me in this regard.

"The advantages and disadvantages of traditional goal settings are as follows. 1) Specificity is achieved as each manager applies his or her own set of interpretations and biases. 2) However, what often results is that objectives lose clarity and unity as they move from top to bottom."

"As the traditional goal setting involves goal setting by top level managers the advantage of it is as follow. 1) Top managers are assumed to know what’s best because they see the “big picture.” 2) These goals are also often largely non operational."
